Decoration Procedure
The First Phrase: Pre-construction
1. Consultancy
(1) Please go to the designated place where consult information that is concerning our company through telephone, or through the company’s salesperson.
(2) The expert (or designer) offers reception service to the client and solves their concerns and problems.
(3) The client can acquire the following information about the company: scale, price, designing art, service quality, etc.
(4) After get through the first investigation and make sure the visiting time and place.
2. On-Site Measurement-taking by Designer
(1) The designer takes on-site measurements. The data include the following: floor area and other data.
(2) The designer then has a good understanding of the client’s specific requirements.
(3) The designer submits an elementary design scheme (based on the client’s requirements and the building structure) to the client. Then the two parties conduct an information exchange.
(4) Responding to the request of the client, the designer may lead him (or her) to visit prototypes or construction site under way for an understanding of project quality.
3. Discussion on Designing Scheme
(1) The client can have a look at the initial designing scheme elaborated upon by the designer at the company’s office. The designer may also visit the client.
(2) The client can give modification advice on the scheme on the basis of the plan sketch, effect chart and the designer’s explanation.
4. Decision on Decoration Scheme
(1) The designer compiles the modified scheme and produces a corresponding budget statement.
(2) The client decides on the scheme and requires a working drawing from the designer.
(3) The designer cooperates with the client for a full understanding of the budget statement and checking such items as unit price, number, etc.
5. Conclusion of Contract (in triplicate)
(1) The client decides on the time limit for the project & starting date and has a full understanding of the organization, plan and staff.
(2) Both parties formally enter into a service contract (incorporating contract text, attachments, drawings and budget statement).
(3) The client prepays the pre-phase sum.
The Second Phrase: In-construction
(1) Pre-phase of Construction
1. Starting Formalities
The construction team should approach the working site in compliance with the property management company. The client and the decoration company shall co-complete the starting formalities. The decoration company shall produce authentic copies of qualification certificate & business license, ID cards of the construction panel members, while the property management company issues starting permit and passage permit on the basis of verification.
2. On-site Technical Disclosure
On the date of starting, the designer shall convene a gathering of the client, project manager and project supervisor for a technical disclosure. Issues to be solved include the following: decision on the working scheme, testing on the leakage of walls, ceilings & floors, electrical and water facilities. The designer submits examination results to the client. After the onsite technical disclosure, the worker-in-charge takes charge of daily affairs. When work is started, the project manager submits a Construction Progress Form on which the schedule for materials procurement and phase-based acceptance is based.
3. Materials Preparation and Acceptance
The worker-in-charge publishes a notification to integrate the job of materials preparation into the hands of the Materials Preparation Center of the decoration company. After the materials approach the construction site, the client should fill in a Materials Acceptance Sheet after he examines the quality and brand of the materials. In the case of a qualified acceptance, the construction teams starts construction. Party A (or the client) should supply the materials in accordance with the scheduling in the Construction Progress Form. Party B (or the decoration company) may assist Party B in the materials procurement. Party A may also entrust the procurement to Party B on the basis of a Power of Attorney.
(2) Mid-phase of Construction
1. If a certain section has water-proof requirements (e.g., the bathroom), a water-proof testing (lasting 24 hours) should be conducted before construction to check the original water-proof situation.
2. A specific plan for electricity, water and other pre-phase renovation projects should be formulated on the recommendation of the worker-in-chief.
3. In the course of construction, the project manager (or worker-in-chief) administrates the various trades and monitors the quality.
4. For principal materials that should be provided by the client, the project manager should publish a notification one week before the starting of work for the convenience of preparation.
5. The client may inspect the construction situations regularly and execute sectional acceptance on the basis of the Construction Progress Form. If any imperfection is located, the client can negotiate with the worker-in-chief and fill in a Progress Reworking Agreement. Another acceptance check can be executed after the rework is finished.
6. The project supervisor (or QC-in-charge) should check the team organization, administration, regulations and work quality from time to time. He must leave a record for the convenience of the client.
7. The client should consult with the worker-in-chief to define the reworked items and fill in a Reworked Items Form.
8. After the renovation of water and electricity facilities are completed, the client should check and accept conceal works.
9. Administrators of the decoration company must contact the client regularly for useful advice and potential problems.
10. When the project is more than half completed, the client should execute a mid-phase acceptance check and pay the corresponding sums.
(3) Later Phase of Construction
1. When the project is almost completed, the worker-in-chief should conduct a full and detailed examination on his own. If no quality problems exist, he should advise the client and project supervisor for an overall completion acceptance.
2. If any problems are located in the overall completion acceptance, the two parties should negotiate for a rework; if the acceptance check is OK, the client should fill in a Project Acceptance Sheet and then pay the rest of the sum. The decoration company will fill in a Quality Guarantee Sheet on behalf of the client and apply the official seal. Then the project is formally delivered and a two-year guarantee period starts.
The Last Phrase: Post-construction
1. Two-year Guarantee
In the two years, if any quality problems arise (not from human causes), the decoration company will provide maintenance service free of charge. After the quality problem is reported, the Engineering Department will arrange maintenance staff inside of 48 hours and executed the maintenance plan. If the problem is related to waterproof engineering, water supply or power supply, it will be solved inside of 12 hours.
2. Life Guarantee
Problems arising outside the guarantee period will also be solved by the decoration company, but it may be not free of service. That depends.
3. Regular Survey
After the project is completed, the Client Service Department of the decoration company will pay regular visits to the client for information about project quality. Timely tips may be given to the client.
